Bay Area Regional CTAP (BARC) Meeting
Alameda County Office of Education

Five times a year, CTAP holds meetings for the technology coordinators from the 90 districts in the Bay Area. These meetings provide opportunities to disseminate resources and share information about CTAP programs and new state and federal initiatives.

With the 2003-04 school year just beginning, we hope your summer was restful and restorative. CTAP Region IV has been busy over the last three months and there is much to report. We look forward to seeing you again at the upcoming BARC meeting on October 7. (Yes, that is the recall election day . . .)

The meeting will feature a presentation on the new Learning for the 21st Century report and MILE Guide from the Partnership for 21st Century Skills. We'll also be updating you of CTAP's current plans to support your work in the upcoming year.

October 7, 2003 - BARC Meeting
Minutes from the recent meeting @ the Alameda County Office of Education

Welcome and Introductions – Bonnie Marks

State Education Technology Update – <www.cde.ca.gov/edtech>

  • Legislative Update - Sleeping but still poised to come back. Thanks for support.
  • SRTG - October 31 paperwork deadline for Expenditure of Funds certificate.
  • Student Tech Showcase - Teachers and students chosen by CTAP to present what they are doing at the Student Showcase. It will be located at the CUE conference on Saturday, October 24.
  • CTAP2 - New format allows for many new features. Save custom reports and check compliance with different state programs. Information from teacher surveys is valid for 18 months. After that time, the account becomes deactivated.

CTAP Region IV Update – <www.ctap4.org>

  • 2002-03 End of the Year Report - The report on CTAP's work has been submitted to the CDE. The narrative and the goals, objectives, and benchmarks are on the website. CTAP met all of its goals except for one goal regarding attendance at hardware troubleshooting workshops.
  • Staffing Update - Due to funding uncertainties and promotions, three staffing changes have occurred. Melodee Munkton has returned to her district. Christy Gerren has moved to another department at the Alameda County Office of Education. Districts in Alameda County are being supported jointly by Micheline LeBlanc, Jim Freese, Janice Morrison, and Adrienne DeWolfe
  • Funding Alert - This is the first one of five funding alerts for the year. We will know more about the Microsoft settlement in Spring of 2004. CTAP wants to look at who is actually applying for and receiving these grants.
  • CoSN/TCO - CTAP recently held a videoconference that looked at CoSN's new tool to take Total Cost of Ownership (TCO) to the classroom.

  • Technology Enhanced Learning Institute (TELI) - A follow-up will be held for the participants in November and another will be held in the spring.
  • E-rate Workshop - Wayne Shimizu from the CDE will be holding a workshop for those who have been long-term E-rate recipients and for those who have never applied for funding. This workshop will be held live at Alameda COE and video conferenced to MCOE and SCOE.
  • CSIS workshops - In order to comply with NCLB, every state has to have a unique student identifier system. Every LEA must assign unique student identifiers by June 2005. How that is done depends on your student information system. CTAP has posted information from this presentation on the website.
  • Data Management support for districts - This year we will have Charlie from Poway School District and his team come to share their process. How did they decide, how did they assess their needs, work with vendors, fix mistakes, buy-in. They will be sharing everything! We will also be holding a series of vendor fairs for data management. We would like to know which of our districts are interested in coming.
  • CTAP Classroom Observation Tools for Administrators - CTAP Region 8 has developed four tools to use with the computer for observations. CTAP is holding another workshop in Contra Costa County on October 27, 2003.
  • CTAP Strand @ CUE - CTAP representatives from across the state will be presenting hands-on and informational sessions at the upcoming Fall CUE in Santa Clara.

EETT Update
Fifty-six of our region's districts have state approved tech plans.
Remember that 25% of the funding is to be used for professional development.

Formula Funding - three cycles this 2003-2004 school year. Tech Plans will be uploaded through the website. Look for submission dates to be around Dec. 2003 (cycle b) and then spring 2004 (cycle c).

Competitive Funding - Eight districts received competitive funding in our region. In accordance with NCLB, all districts receiving competitive funds will be required to show progress towards their goals.

Tentative submission for next funding cycle is early 2004.

21st Century Skills Partnership: Joan Wallin & Susan Jeannero

How do we really make this transition into 21st century skills HAPPEN?
Create a vision for a public-private sector to create a successful model of learning that incorporates 21st century skills.
Create compliance and partnership with NCLB.
Create a framework and a common language so that we can apply our resources and move forward?
How to incorporate these 21st century skills with basic skills?
How to build consensus with private and public sectors?
How can/do we help with the education and development of our students' high level work skills, high level thinking skills, technology skills?
Mile Guide for 21st Century Skills - a look at the chart of milestones. Where are we and where should we be going?
3 main categories - Learning & Teaching, Leading & Managing, Partnering
This document should be a useful resource as sites and districts look at where they are on this chart and where the gaps are. A focus on this could assist with the writing of a grant application or the goal setting of a new technology plan. Use the chart along the way and use it as a reflection tool - to broaden your perspective.
There is also an online assessment tool available to use for free at http://www.21stCenturySkills.org.
You then click on the Mile Guides and then click on Assessment. There are 20 questions to provide you with some data and feedback about what staff really thinks about how they are preparing students for the 21st Century education vision.

Chicago Public Schools - using these sites as a case study. How can they use this vision and these tools to assist in moving these sites forward.
What does this organization, with this vision; need to do to really make this happen? Speakers are looking for input to assist in this process. How do you take this vision and these tools back to your district?

Input from BARC attendees:

  • This partnership really needs to enlist and work with curriculum developers - content developers - so that the content is the right stuff - rich and aligned with standards.
  • WASC should be onboard with this process.
  • You need to reach and involve the superintendents and state level people in order to really start to facilitate this process - enlist the educational leaders.
  • Maybe weave these ideas and visions into teacher education programs a place to get this process started.
  • Look at what GLEF is doing to share new practices
  • Share a "report card" with communities via some sort of report

JASON Project: Jan Half
The JASON Project has been around for 15 years. Each year there is a theme developed for Grade 4-9 classrooms. Cross-curricular training is created and provided to teachers. Training is provided at the SMCOE and the Bay Model in Sausalito. JASON is looking into providing more training opportunities for east bay teachers.
You can also look into having this JASON training at your site.The JASON broadcast is also available for others not participating in the entire curriculum.
JASON Academy - 5 week online (science) training modules are available i.e. Water Quality. Modules are aligned with national science standards. Training also includes an introduction to online learning.ThinkQuest - is back!
The library of past project are posted at the website. Three age categories and this year there are subject categories to choose from. There will be 3 national winners and the winner will win a trip to Oracle for a formal presentation. Registration opened on October 1, 2003 and the website will be submitted on February 29, 2004.

RubiStar - Resource Spotlight

Rubistar is a free resource for teacher to create a rubric. The creation process is easy, quick and you can save this rubric over and over. You can use and edit the text available to customize you rubric - easy & quick! A new feature has been added that will allow you to measure student progress through the use of a rubric over time. Also the David Warlick Landmark site and http://www.teachnology.com are other free resources.

CalSAVE - CalSAVE is being operated independently through the Monterey Office of Education now. It is no longer a SETS project. There is a new Microsoft Select deal available. Information and application process is available at the CalSAVE website.

SMCOE is currently having SASI user support groups. Meetings are held the second Thursday of the month. They want to open the invitation to other county folks to attend and participate in these meetings.
