Subject: Bay Area Regional CTAP (BARC) Meeting
We look forward to seeing you at the March 30th BARC meeting.
We’ll follow up on previous discussions of research
on the impact of technology in education with a presentation
on a recent ISTE project. Molly Freeman and Ruthmary Cradler
will showcase The Center for Applied Research in Educational
Technology (CARET) website, an initiative that was funded
by the Bill and Melinda Gates Foundation.
In addition, Lucy Salerno from Travis Unified will spotlight
an excellent free resource – Seeing Reason, a graphic
organizer that maps causal
relationships, available on the Intel website.
The meeting will be preceded by the third of CTAP's Educational
Data Systems Vendor Fairs, featuring Student Information
Systems. (See the website
for more information.)
The “Pre-BARC” vendor faire will begin with
registration and continental breakfast at 8:30 a.m., with
the fair itself starting at 9:00. If you are attending the
vendor pair, please RSVP via email to Jennifer Leung at
<jleung@acoe.k12.ca.us>.
There is no need to RSVP for the afternoon BARC
meeting.

Changes – Mary Sprague is leaving her position and Gary
Quiring is returning to take Mary’s position.
State Technology Survey – Thank you to all that completed
it! Over 98% of schools have completed it in our region.
CTAP2 – 60% of all teachers
in a district receiving EETT funding must complete it by June
30, 2004. Your county specialist and/or Jim Freese can assist
you with login and password information if needed. If your
teachers are having trouble with the vocabulary of the survey,
check out a document at http://www.nhusd.k12.ca.us/
that is used to explain the vocabulary to their teachers.
National Ed Tech Action Network

You can go to this site to share your opinions about issues
in education that affect federal legislation. It’s important
to get the word out about the power of educational technology
in the midst of all of the cuts.

Private Schools Principal's Academy
– CTAP IV continues to offer trainings and free Palms
sponsored through the Bill and Melinda Gates’ Foundation.
Contra Costa is also offering trainings this summer. San Mateo
is offering training as well and is in the midst of a training
currently. Contact Micheline LeBlanc of CTAP IV, Eileen Walters
of the Contra Costa County Office of Education, or Shelly
Luke Willie of San Mateo County Office of Education for more
information.
Summer Institutes 2004 –

back form for this summer’s CTAP Literacy Academy. The
Academy is targeting expository reading and writing standards
at grades 4, 5 and 6 and is being offered at no cost to teams
of teachers at elementary schools.
TELI Update – David
Warlick is presenting on April 20 to the 2003 TELI participants
from 4:30 to 7:30 at the Willow Creek Center in Concord.

of Education on April 22 from 4 to 7:30 and April 23 from

Other Upcoming Workshops
– There are several upcoming CTAP workshops this spring
on the following topics: Media Literacy for K-12 teachers
on April 22 and 29 at the Alameda COE and May 13 and June
2 at the Solano COE from 4 to 7; Special Education Learning
Communities for 7-12 teachers on April 29 at Alameda COE and
May 6 at Contra Costa COE from 4:30 to 7:30; and Resources
for Educators of English Language Learners for K-12 on May
19 at Alameda COE and May 26 at Solano COE from 4:30 to 7:30.
David Warlick, a nationally known speaker, will also be speaking
on April 20 and 21 to several groups at the Willow Creek Center

At the next BARC meeting on May 25 the pre-BARC will be
at ACOE from 9 to 12:30 on the topic of network security given
by Linda Uhrenholt of SBC and Jim Freese of CTAP IV. Please

District Data Management Support
- Vendor Fairs – The third and final vendor faire
was on student information systems today at CCCOE.
Teacher Recognition Awards Program
– 22 teachers from Region IV representing all 7 counties
were recognized for the awards. Awardees will be asked to
attend and be awarded at the May 25th Pre-BARC and BARC meeting.
Technology Funding Alert!

Some highlights include the InvenTeam Grants, Polaroid Visual
Learning, and the Fitzpatrick Foundation.
Microsoft Settlement Update
– Currently consumers can file claims by April 28, 2004
(this deadline was extended) for vouchers to purchase computers,
software, etc. How can this benefit schools? Businesses and
individuals can transfer their vouchers to school groups so
that schools can use them to purchase equipment. Money not
claimed by consumers will be redirected back in the form of
grants to schools serving economically disadvantaged students:
those where at least 40% of the students receive free and
reduced lunch.
Enhancing Education through Technology
- EEET Update
- Formula Funded Grants – Third
and final cycle this year was March 10. There will be submission
windows next year. Currently there is no way for schools
not eligible for this funding to submit their technology
plans for state approval. For those districts currently
receiving funding, they must have at least 60% of teachers
in their district complete CTAP2 between January 1, 2003
and June 30, 2004. These and other requirements are listed
in the February CTAP IV Newsletter posted on our website.
- Competitive Grants – Notification
is delayed until mid April. All districts that applied,
have been informed of the delay and asked to save May 18
and 19 for the required meeting in the event that they are
funded. Currently funded EETT Competitive districts will
be given dates soon for a second required meeting in Sacramento
in August.
CARET – Center for Applied

Molly Freeman presented information about the CARET site,
an excellent resource for educational technology research.
The CARET site continues although their Bill and Melinda Gates’
Foundation funding has ended and they are currently seeking
alternative support.
Resource Spotlight– CTAP DHS
CD-ROM – Jerome Burg
Jerome was recently awarded the CUE Gold Disk and Teacher
of the Year. Jerome shared some of the lessons that he created
as part of his Digital High School grant at Granada High School
in Livermore. CD-ROMS of the lessons were given out to BARC
attendees. Jerome has many resources posted on his website:

Next CUE will be March 10-12, 2005 in Palm Springs, California.
