Bay Area Regional CTAP (BARC) Meeting
Alameda County Office of Education
Five times a year, CTAP holds meetings for the technology coordinators from the 90 districts in the Bay Area. These meetings provide opportunities to disseminate resources and share information about CTAP programs and new state and federal initiatives.

Greetings and welcome to a new school year! We hope your summer was restful and restorative. CTAP Region IV has been busy over the last three months, and there is much to report. We look forward to seeing you again at the upcoming Bay Area Regional CTAP (BARC) meeting on Tuesday, October 5. Please note the dates for all of this year’s BARC meetings follow at the bottom of this message.

The meeting will feature a presentation by Dr. Sara Armstrong, who will share the George Lucas Education Foundation’s new Moving Images CD, the third in the GLEF series. CTAP will provide attendees with a copy of Moving Images 3 to use in district and school presentations. We'll also be updating you about CTAP's current plans to support your work in the upcoming year.

The first BARC meeting of the school year will be preceded by a morning presentation on changes to CTAP², the state’s free education technology self-assessment tool. Beginning at 10:00 a.m., Jim Freese of the CTAP staff will provide information about changes to CTAP² and to the state’s CTAP² reporting requirements for EETT grants. Tech Plan Submission – This fall, the California Department of Education initiated a new procedure for district technology plan reviews.  Here is a summary of the changes:

  • Districts may submit their technology plan for review, whether or not they are applying for EETT formula or competitive funding
  • Tech plan begin and end dates standardized to 7/1/xx to 6/30/xx
  • Technology Plans must be submitted in MS Word or RTF formats.
  • Districts will submit their technology plan to their regional CTAP office for grooming. In CTAP Region IV, districts should submit their tech plan to Micheline LeBlanc via email (mleblanc@acoe.k12.ca.us) by one of the deadlines, October 6, 2004, December 1, 2004, or April 6, 2005.
  • Regional CTAP offices will upload district technology plans when the plans have been groomed and revised to meet state and federal criteria
  • A CTAP Coordinator from another CTAP region will perform the State-Level Review
  • EETT-approved tech plan can suffice for E-rate, with an addendum regarding E-rate expenditures,
  • Districts with expiring tech plans must complete Appendix I – Education Technology Plan Benchmark Review.  The district will submit Appendix I along with the updated plan.

District tech plans meeting the EETT criteria will be a requirement for future education technology funding/grants, including the K-12 Technology Voucher Program

CTAP² – The self assessment has been modified, and is much shorter. Section have been combined. Region IV will be hosting a series of training sessions for CTAP2 administrators this fall.

Upcoming Workshops
New Literacy: Six evening series workshops will be held in Solano and Alameda Counties
Data Management Support meetings and Principals’ Breakfasts:
These early morning workshops are designed to assist principals with data-driven decision making

Tech Plan Implementation

Technology Funding Alert! – The newest issue is out and features information about currently available grants: (http://www.ctap4.org/grants/funding_alert.htm)

K-12 Education Voucher Program (Microsoft Settlement Update) – This program will likely roll out in early 2005. Districts that have not yet developed a state approved tech plan should do so, as one will be required as a condition of receiving this funding.

Enhancing Education through Technology - EEET Update

  • Formula Funded Grants
    Three cycles: October 6, December 1 and April 6.
    Tech plans submitted to regional office for regional grooming
    Tech plan may required revisions and re-grooming
    Regional office will upload the tech plan when it meets state and federal criteria
    State level reading completed by one state coordinator/reader
    New RFA available at the EETT website.
  • Competitive Grants – No definite information about the new RFA yet
    Eligibility list will be posted when the RFA is posted.Five Region IV schools were funded this year. See details in the CTAP Region IV May-June Newsletter.
    MIT Academy – focus is on expanding their Environmental And Spatial Technology program to their middle school
    Antioch USD – focus is on math
    Fairfield USD – focus is on science and math. Schools were added to their Year 1 program
    San Lorenzo USD – focus is on literacy
    Napa USD – focus is on literacy. A new school was added to their Year 1 program.

Resource Spotlight: TechSETS– Recent audit indicated that TechSETS was under-utilized. It also showed that 50% of the users were teachers. Establishing an account is free. It also allows the site to be customized for users and for TechSETS to track who is using the site and how often.

GLEF Moving Images 3 (Sara Armstrong) — Moving Images 3 has just been released by GLEF. The new cd contains 8 stories with 5 of them being local stories from the greater Bay Area. The web-site has a new section that features free teaching Instructional Modules under the Professional Development tab of the GLEF website <http://www.glef.org>. Speak Up Day is a survey that will be open for student input. It will be open from October 11 to October 29. The survey is located at the Net Day website <http://www.netday.org>

Intel Teach to the Future (Joanne Miller) — Intel TTF is a world-wide initiative. There are K-12 programs and pre-service program.The program is a free, train-the-trainer model. Intel provides all materials. To hold a course, 15 master teachers are required. Those master teachers turn around and train 10 other teachers. There are 10 modules of 4 hours each.

2 new interactive thinking tools have been developed:

  1. Seeing reason tool
  2. Visual ranking tool

Trainers can go back to Intel to get training on these two tools.

The 3 hour administrative forum will help administrators learn how they can support teachers in the use technology. This training also looks at the ISTE standards and case studies.

Upcoming Events
CUEhttp://www.cue.org Dates for next year's CUE conference is March 10-12 in Palm Springs “Hotspot for Learning.” Strands will continue and a new strand will be data management. Hand-on training are continnued and increased this year. Another feature that will continue is hand-held sessions. Doug Prouty will be leading the Technology Coordinator Resource forum.

California League of Middle Schools conference is in Monterey on January 14 through the 16th. <http://www.clms.net>

CUE Affiliates

EBCUE — EBCUE is holding a January 22 Mini-CUE Conference. Cool Tools for Learning will be held at the Contra Costa County Office of Educaiton.

iCUE — On the same date, iCUE will be holding a mini-CUE at Woodside High School in Woodside.

Announcements — Cisco Systems held a successful seminar on e-Rate strategies. They are going to re-run the seminar in November. This hands-on seminar is presented by Funds for Learning.
