Bay Area Regional CTAP (BARC) Meeting
Alameda County Office of Education
Five times a year, CTAP holds meetings for the technology coordinators from the 90 districts in the Bay Area. These meetings provide opportunities to disseminate resources and share information about CTAP programs and new state and federal initiatives.

Subject: CTAP Region IV BARC Meeting May 23

We look forward to seeing you at the final BARC meeting of this school year on Tuesday, May 23rd. This BARC meeting will include two special presentations, one focused on a new resource at the University of California Digital Library, and the other a performance and presentation by Deneen Frazier Bowen.

Rosalie Lack, Public Content Manager of the California Digital Library, will share information
about the new Calisphere website, which will be launched this summer. The site includes
photographs, artworks and documents from six historical eras in California. Our second guest speaker, Deneen Frazier Bowen, will present a performance of The Natives are Restless, which will help participants think in new ways about how to engage today’s students. After her presentation, we’ll engage in a discussion that will draw from Deneen’s performance and look at our work as educators. Additional information about The Natives are Restless is included.

Prior to the BARC meeting, beginning at 9 a.m., CTAP will host a Cyber Safety workshop. Attendance at the Pre-BARC Cyber Safety workshop requires pre-registration, although there is no fee. A flyer for that workshop is also included. You may register using the FAX-back form or register online at www.ctap4.org.

Because of the nature of Deneen’s performance, we will not be videoconferencing this meeting to other locations.

The CDE is asking for people to contact their congressmen for support of EETT and to vote no on the current budget proposal, which has no funding for EETT.

CTAP Region IV had all but one charter school  complete the annual survey.  All districts completed the survey in Region IV

Student identifiers are available so schools and districts can keep track of the individual student’s progress.


Technology Funding Alert! – The new funding alert is online.
Highlighted items: Science teacher grant possibilities are on the back of the Alert.  In the box on the front is a list of the teachers who won Best Buy Grants.  On the back, graphic arts grants available.  Under awards and competition – the ING unsung award program, nominees for awards for outstanding teaching.

Tana Johnson

Tana Johnson from the San Francisco Museum of Modern Art (SFMOMA)  presented a new teacher and student curriculum website  - live by August 1, 2006.
Art Link – two strands; theme-based lessons, in Visual Arts, English Language Arts, and Social Studies.  The units were written by teachers and re-edited by the SFMOMA staff.  Each activity is written to the students.  Each lesson will have a teacher’s guide and a connection to the CA content standards.  This website will promote visual literacy skills,

Voices and Images of CA artists will be put online with several additional artists.  The lessons associated with this project are geared to middle school grades.

Podcasting at SFMOMA is a way to engage and inspire the community.  There is a podcast series every six-weeks.  It is not necessary to be in the museum.  There is a $2 discount to the museum in the podcast. 
NPR style of broadcasts – artists talking about their work, guest takes, box pop voices from the galleries, and visitor podcasts.  Each podcast is downloadable from the site, some with video enhancements.  Go to iTunes and search for SF MOMA

SFMOMA is hoping to start a teen podcasting group.

New phenominon with students is podcasting. There are 3 main distinctions: audio podcasts, enhanced podcasts (podcasts with images), and video podcasts. Highlighted a 3rd grade club and their work with recycling <http://smepumas.com>. These kids are supporting their podcasting with interactive writing. Podcasting in education is beginning to take off. Below are some sites:

Funding and Grants

Enhancing Education through Technology - EEET Update

Formula Funded Grants: April 5 is the deadline for Cycle C. CTAP plans to receive many plans tomorrow. over the next 30 days, we will review the plans, send them back for revisions, and upload the final after revisions are complete. Submissions can be sent as a Word document or an RTF to CTAPsubmit@acoe.org. Plans must include: Tech plan contact page, tech plan body, and Appendix C. If a district is revising a previous plan, they must also submit Appendix I with the plan and as a hardcopy to the CTAP IV office. If a district decides to write a 5 year plan, they will need to revise for erate after 3 years. More planning resources can be found at the CTAP IV website <http://www.ctap4.org/planning.htm>

Competitive Grants: We congratulate Vallejo Unified School District, Oakland Unified School District, and Alameda Unified School District on receiving EETT competitive grants.

EETT funding remains in jeopardy. Please contact your federal representatives to encourage their support of this critical funding. <http://www.edtechactionnetwork.org/>

K-12 Voucher Program – There was an appeal on the last date of the appeals deadline. There are three possibilities:

  1. The court will not listen to the case and the RFA is released in Fall of 2006
  2. The court decides to hear the appeal but denies it, so the RFA is released in 1 or 2 years
  3. The court decides to hear the appeal and agrees with the plaintiff, so the settlement must go back to court

Eligibility has not changed. Districts with schools at 40% free and reduced lunch will be eligible to apply, but they must have a state-approved technology plan. State and charter schools can apply on their own behalf. The october 2005 CBEDS will be used to determine eligibility. High schools with at least one eligible feeder school will also be eligible. Districts are encouraged to become a professional development and/or IT provider in order to reclaim some of the voucher money for the district. Districts will spend the money and then be reimbursed for the expense. More information and the recently released CDE informational PowerPoint can be found at <http://www.ctap4.org/grants/k-12/>

CUE<http://www.cue.org> – The conference was very successful. Sharon Smith recieved East Bay CUE's Gold Disk and Jeff Atkins was the CUE teacher of the year.

East Bay CUE -- EB Cue is about to award their grants.

iCUE -- No upcoming events.

Wine-Country CUE <http://www.winecountrycue.org> – Wine Country CUE is planning their end of the year shindig for CUE members in St. Helena.

NECC Conference -- San Diego is coming up. NECC is looking for volunteers to help at the conference. CUE members who volunteer only pay $145.
