We are pleased to invite you to the next Bay
Area Regional CTAP (BARC) meeting. The
meeting will focus on data analysis – with
presentations by CTAP staff as well as special
guest speaker, Bob Beuthel, of the state Electronic
Learning Assessment Resources (ELAR) project. If
you want to learn about assessment tools and
see how technology can assist your district
to do benchmark analysis, this meeting will
provide you with ideas and resources. You’ll
get some hands-on experience with a free Excel
template developed jointly by CTAP and RSDSS.
In addition to technology leaders, we extend
this invitation to curriculum and assessment
leaders, and we encourage regular BARC attendees
to bring guests who are interested in this
topic.
We'll be videoconferencing this meeting to
a second site, the Marin County Office of Education
so that those of you in the northern part of
the region can participate without having to
travel as far.

- Designing and implementing a local accountability
system is the last
Grant updates –
- EETT Formula: Changes
have occurred in the tech plan approval
process. Factors such as AB 307, E-rate,
and the submission timeline have affected
the process. The criteria has changed to
accomodate this factors. Also, the deadlines
for submissions have been moved up to accomodate
e-rate regulations. CTAP will be hosting
3 informational meetings. We will hold
these meetings at the following locations:
- Marin
County Office of Education on Thursday,
May 24, 2007 at 1pm
- Alameda County Office of Education
on Friday, May 25, 2007 @
- Solano COE
on Friday, May 25, 2007 @ 10am
- EETT Competitive: Something
is going to happen sometime soon with the
competitive grant. CDE hopes to get the
RFA out in mid-June with the application
due in mid-July. The pool of money will
be smaller than in past years.
- K-12 Voucher: 28 districts
and 13 charter schools in Region IV have
applied for voucher funds. We are in the
first year of the two-year window. Districts
will have six years to spend their voucher
money. CTAP will offer help to districts
needing support in the application process.
- Microsoft
Settlement: Letters went out 2
months ago. This is a different program
than the K-12 Voucher Program. This is
the result of a case brought by California
government entitites. Athough the amount
is less than the K-12 Voucher Program,
all districts are eligible for their part
of the $70 million in this settlement.

Resource Spotlight:
Electronic Learning Assessment Resources
(ELAR project)
ELAR has replaced the original EDAS guide.
The categories for ELAR are Data Warehouses,
Data Management and Reporting Systems,
Curriculum Management Systems, Instruction
and Practice Systems, and Assessment of
Diagnostics. ELAR is a good place for districts
to begin their search for a district data
solution.
